IRAQ WAR – THE TROOPS
“…[I]t is my goal to have all troops out by the end of my first term.” 1

“Starting Phased Redeployment within Hillary’s First Days in Office: The most important part of Hillary’s plan is the first: to end our military engagement in Iraq’s civil war and immediately start bringing our troops home. As president, one of Hillary’s first official actions would be to convene the Joint Chiefs of Staff, her Secretary of Defense, and her National Security Council. She would direct them to draw up a clear, viable plan to bring our troops home starting with the first 60 days of her Administration.” 2

HEALTH CARE: ROLE OF FEDERAL GOVERNMENT
“…I’m proud that I tried to get universal health care back in ’93 and ’94. It was a tough fight. It was kind of a lonely fight. But it was worth trying. And of course, I’ve said many times that I made mistakes… I intend to be the health care president...” 3

“Hillary’s American Health Choices Plan covers all Americans… It puts the consumer in the driver’s seat by offering more choices and lowering costs…

  • Affordable: …the plan provides tax credits for working families to help them cover their costs. The tax credits will ensure that working families never have to pay more than a limited percentage of their income for health care.

  • Available: No discrimination. The insurance companies can’t deny you coverage if you have a pre-existing condition.

  • Reliable: It’s portable. If you change or lose your job, you keep your health care.” 4

TAXES: INHERITANCE TAX AND TAX CUTS
HR 4297, Tax Increase Prevention and Reconciliation Act of 2005, which extends the tax cuts from President Bush’s first term through the end of the decade. Roll Call Vote #118, 5/11/2006,
Senator Clinton voted – NO

EMBRYONIC STEM CELL RESEARCH
HR 810, The Stem Cell Research Enhancement Act of 2005, a bill to amend the Public Health Service Act to provide [federal funding] for human embryonic stem cell research. Roll Call Vote #206, July 18, 2006, Senator Clinton voted - YES

S 5, The Stem Cell Research Enhancement Act of 2007, a bill to amend the Public Health Service Act to provide [federal funding] for human embryonic stem cell research. Roll Call Vote #127, 4/11/2007, Senator Clinton voted – YES

FEDERAL MARRIAGE AMENDMENT
“I prefer to think of it as being very positive about civil unions… I am absolutely in favor of civil unions with full equality – full equality of – of benefits, rights, and privileges. And I have been a very strong supporter of letting the states maintain their jurisdiction over marriage… I want to proceed with equalizing federal benefits. I want to repeal Section 3 of DOMA [Defense of Marriage Act] which stands in the way of the extension of benefits to people in committed, same-sex relationships, and you know, I will be very strongly in favor of doing it as president.” 5

“When you and I were plotting strategy to beat the Federal Marriage Amendment, the reason we were plotting strategy is we were worried it was going to pass…” 5

S.J. Res. 1, Roll Call Vote #163, 6/7/06 (cloture motion)
Senator Clinton voted – NO. On this procedural motion, a “yes” vote would have permitted the federal marriage amendment to come to the floor of the U.S. Senate for a vote.

IMMIGRATION
“Hillary has consistently called for comprehensive immigration reform that respects our immigrant heritage and honors the rule of law. She believes comprehensive reform must have as essential ingredients a strengthening of our borders, greater cross-cooperation with our neighbors, strict but fair enforcement of our laws, federal assistance to our state and local governments, strict penalties for those who exploit undocumented workers, and a path to earned legal status for those who are here, working hard, paying taxes, respecting the law, and willing to meet a high bar.” 6

Isakson Amendment (S.Amdt. 3961) to S. 2611, Comprehensive Immigration Reform Act of 2006, which would have prohibited granting legal status, or adjustment of current status, to any individual who enters or entered the United States in violation of Federal law unless the border security measures authorized under Title I and section 233 are fully completed and fully operational. Roll Call Vote #121, 5/16/06, Senator Clinton voted - NO

Sessions Amendment (S.Amdt. 3979) to S. 2611, Comprehensive Immigration Reform Act of 2006, to increase the amount of fencing and improve vehicle barriers installed along the southwest border of the United States. Roll Call #126, 5/17/06,
Senator Clinton voted – YES

ROE v. WADE AND THE SUPREME COURT
“Well, they [Supreme Court nominees] would have to share my view about privacy, and I think that goes hand in hand. Privacy, in my opinion, is embedded in our Constitution.” 7
